United States vs. Keith Moore
Keith Moore, a Black driver, took on the Richmond Police Department and won! Mr. Moore was stopped by the Richmond Police Department on December 2, 2020, and charged with a felony. He and attorneys argued that his case should be dismissed, because RPD officers selectively stop Black people.
Moore had Drs. Eli Coson (RTAP member) and Marvin Chiles present expert testimony analyzing RPD’s traffic stop data from July 2020-December 2020 and RPD’s organizational values. Mr. Moore's legal team used RTAP’s 2018 “Our Streets, Our Say” report to show RPD’s pattern of unjust, racist policing. A federal judge, John Gibney, agreed and dismissed Mr. Moore’s felony case. Now, the federal government is appealing that case so that RPD can continue to discriminate against Black drivers.
RTAP files a letter to support Mr. Moore’s case
We do not want to live in a world where police officers can selectively stop drivers based on their race or any other factors. An amicus brief is a legal document filed in an appellate court by a person or group who is not a party to a lawsuit, but has an interest in the matter. With support from attorneys at the Legal Aid Justice Center, we filed this brief to support Mr. Moore’s case, provide the court with experiences from Black drivers in Richmond, and show the impact of RPD’s abuse. RTAP is working to end policing that fuels mass incarceration.
